This is a stock certificate for Shenyang Telecom Paging Co., Ltd. purchased in the year 2000 at the Shenyang Securities Registration Company.
The office where this stock was originally issued, including its staff and business operations, has since been restructured and incorporated into China Unicom Co., Ltd. However, when China Unicom was listed on the stock market in China in September 2002, the shares of the original company were the only ones removed from the listing.

Categorized Handling Rules: Matters are classified into suggestions and opinions, reports and accusations, and appeals for review and decisions, with a basic handling period of 60 days and a 30-day review and reconsideration mechanism.
Rights Protection Provisions: The abuse of police power or coercive measures is strictly prohibited, and accountability is imposed for dereliction of duty and abuse of power.
The following is my petition regarding my employer’s violation of my labor contract.

Decision on the Removal of Comrade Qin Shipeng
Research Institute:
Qin Shipeng, born on October 16, 1966, male, Han ethnicity, began working in September 1984. He is a permanent employee of the Research Institute and currently resides at No. 11-163, Section 3, Zhaogong Street, Tiexi District.
In 1998, Qin Shipeng was laid off from the Intelligence Office of the Research Institute. On August 3, 2000, Wang Xiuzhen, the director of the Intelligence Office, informed Qin Shipeng to report to the Intermediate Site of the Research Institute on the same day. However, Qin Shipeng ignored the notice and did not report to work. The next day, Director Zhou Kai of the Research Institute personally called to notify Qin Shipeng to report to the Intermediate Site for work, but Qin Shipeng still failed to show up. As of August 31, 2000, his absence from work had accumulated to 21 days.
To uphold factory rules and discipline, and in accordance with Article 18 of the State Council’s Regulations on Rewards and Punishments for Enterprise Employees, which states:
"If an employee, without justified reason, frequently absents himself from work, and fails to improve after criticism and education, and if the consecutive absence exceeds 15 days or the cumulative absence within one year exceeds 30 days, the enterprise has the right to remove the employee,"
it has been decided, after deliberation, to remove Qin Shipeng from his position.

My case has once again been sent back to Northeast Pharmaceutical Group Co., Ltd., letting the very people who created the problem be the ones to solve it.
What outcome do you think this will lead to?
The statements above were indeed said by the leadership, but clearly none of them include what I have stated. Below is what I would like to add.
As shown in Figure 1, when I received this pay slip, I felt that I had not received the proper treatment that a laid-off worker should receive. At the same time, I was also looking for my labor contract. Under the policy implemented in 1995 to convert employees from the “state-assigned system” to a contract system, I signed a lifelong contract (15 or 20 years) with the work unit. However, I never received my copy of the labor contract.
After receiving the phone call from Director Zhou Kai, I met with him the next day. I asked him to grant me the benefits due to laid-off workers. Then, if I were to return to work, a new labor contract should be signed. But Director Zhou Kai said to me: “If I tell you to come, you come; if I tell you to be laid off, you are laid off; that contract thing is useless to me.” Seeing that his official power had grown bigger and bigger, I found myself speechless.
When I received the dismissal notice, I was puzzled. Starting from January 2000, I had already been paying my own social security and medical insurance fees as a self-employed individual. Why was I being dismissed again? I want to ask: Was the labor contract I signed with the work unit meaningful or not? Is this supposed to be the termination of my labor contract?
My pay slip shows that I did not receive the treatment due to laid-off workers, and the dismissal notice shows that my labor contract was valid.
Director Zhou Kai’s actions were illegal: first laying me off, then dismissing me. Such bizarre and unlawful behavior should be a rare phenomenon in the history of Chinese workers, a result of unchecked power. I should still be a regular employee of the work unit.
I request Chairman Zhou Kai or the work unit (Northeast Pharmaceutical Group Co., Ltd.) to compensate me for my losses in accordance with the law and restore the employment status that was taken from me.
